一、項(xiàng)目背景

I. Project Context

玉環(huán)市位于浙江省杭州市南部，具備富有海灣特色的自然資源，境內(nèi)島嶼林立，海礁棋布，主要地貌類型為丘陵和平原；海洋資源豐富，海洋自然風(fēng)光優(yōu)美，海島文化特色顯著；集港口航道、岸線、漁業(yè)、旅游、海洋等資源于一體，組合優(yōu)勢(shì)明顯。另外，玉環(huán)市是全國綜合實(shí)力百強(qiáng)縣，2021年玉環(huán)GDP總量為711.39億元，工業(yè)經(jīng)濟(jì)突出，民營經(jīng)濟(jì)活躍，是溫臺(tái)模式典型代表。

Yuhuan City, located in the south of Taizhou City, Zhejiang Province, with natural resources rich in bay characteristics, and the territory is full of islands and sea reefs, the main landform types are hills and plains. 近年來，隨著甬臺(tái)溫高速通車、杭紹臺(tái)高鐵的建設(shè)，區(qū)域交通的改善使玉環(huán)迎來新的發(fā)展機(jī)遇。同時(shí)，在撤縣設(shè)市后，能級(jí)的提升也向城市建設(shè)提出新的要求。

玉環(huán)新城（漩門三期）位于玉環(huán)市地理中心區(qū)位，連接本島與半島的多個(gè)鎮(zhèn)街，并通過漩門灣與漩門二期新城貫通。在國土空間規(guī)劃中，玉環(huán)新城（漩門三期）將與漩門二期、高鐵新區(qū)共同構(gòu)建帶狀城市中心，承載城市級(jí)公共服務(wù)、產(chǎn)業(yè)創(chuàng)新服務(wù)，彰顯海島特色。作為打造“一極三城”、建設(shè)“四個(gè)玉環(huán)”的重要片區(qū)及玉環(huán)未來15年城市建設(shè)的主戰(zhàn)場(chǎng)，玉環(huán)新城（漩門三期）是玉環(huán)聚力城市蝶變“提級(jí)”，優(yōu)化城市功能，聯(lián)動(dòng)新老城，輻射周邊板塊的戰(zhàn)略空間。同時(shí)，也是構(gòu)筑玉環(huán)海灣城市“新形態(tài)”，提升城市形象和品質(zhì)，打造具有玉環(huán)特色風(fēng)情的海上花園之城的特色空間。

Yuhuan New City(Xuanmen Phase III)is located in the geographical center of Yuhuan，which is connected to several towns and streets of the peninsula, and connecting with Xuanmen Phase II New Ctiy through the Xuanmen Bay. In the Territorial Spatial Planning of Yuhuan City, Yuhuan New City( Xuanmen Phase III)， Xuanmen Phase II and high-speed rail New City will jointly build a belt shaped urban center，which carrying urban public and industrial innovation services, and highlighting the characteristics of the island. As an important area to build "one pole, three cities and four Yuhuan" and the main battlefield for Yuhuan's urban construction in the next 15 years, Yuhuan New City( Xuanmen Phase III) is a strategic space for Yuhuan to upgrade its urban level, to optimize urban functions, to link the new and old cities and radiate the surrounding plates. At the same time, it is a special space to enhance the image and quality of the city, to build a "New form" of Yuhuan Bay City, and to create a city of sea gardens with Yuhuan's special style.

本次國際競賽旨在通過國內(nèi)外優(yōu)秀規(guī)劃設(shè)計(jì)機(jī)構(gòu)集思廣益，征集兼具未來性、創(chuàng)意性與實(shí)施性的概念規(guī)劃及城市設(shè)計(jì)方案。

This international competition intends to call for urban design proposals from outstanding domestic and international design institutions, which should be future-oriented, creative and implementation-oriented conceptual.

二、項(xiàng)目區(qū)位

II. Project Location

玉環(huán)市屬浙江省轄縣級(jí)市，由杭州市代管。位于浙江東南沿海、中國黃金海岸線中段，長三角經(jīng)濟(jì)圈南翼，東瀕東海，南瀕洞頭洋與杭州市洞頭區(qū)相連，西北隔樂清灣與樂清市相望，東北與溫嶺市接壤。

Yuhuan is a county-level city in Zhejiang Province, entrusted by Taizhou City. It is located in the southeast coast of Zhejiang Province, the middle of China's golden coastline and the southern wing of the Yangtze River Delta economic circle. The eastern boundary of Yuhuan is bordering on the East China Sea, the southern boundary is connected with Dongtou’s Sea and Dongtou District of Wenzhou, the northwestern boundary is connected with Yueqing Bay and Yueqing, and the northeastern boundary is bordering on Wenling.

Yuhuan New City(Xuanmen Phase III) is located in the east of Xuanmen Bay, it is defined by Ganjiang Town and Longxi Town on the north, Jishan Town on the southeast. Yuhuan New City(Xuanmen Phase III) is an important area for the future development of Yuhuan which with the location advantages of “Centre and Pivot”. Yuhuan New City(Xuanmen Phase III) has convenient transportation and is connected with the external areas through Ningbo Dongguan Expressway and Wendan Avenue. Internally, Yuhuan New City(Xuanmen Phase III) connected with Xuanmen Phase II New city and Chumen town through Lubei Avenue and Binjiang Avenue, and with Damaiyu town and Ganjiang town through Huandao Road.

三、項(xiàng)目規(guī)劃設(shè)計(jì)范圍

III. Planning and Design Scope

本次項(xiàng)目工作范圍按內(nèi)容及深度不同分三個(gè)層面，分別為概念規(guī)劃范圍、整體城市設(shè)計(jì)范圍以及詳細(xì)城市設(shè)計(jì)范圍。

The scope of this project is divided into three levels according to the content and depth, which are Conceptual Planning scope, Overall urban design scope and Detailed urban design scope.

1. 概念規(guī)劃范圍：玉環(huán)新城（漩門三期）協(xié)調(diào)發(fā)展片區(qū)，總面積約145平方公里；北至漩門灣濕地公園，東至澤坎公路、炮臺(tái)山炮臺(tái)沙灘，南至東沙漁村，西至山體邊界。
2. 整體城市設(shè)計(jì)范圍：玉環(huán)新城（漩門三期）及周邊區(qū)域，由自然河道、山體邊界、海岸線圍合，面積約38.5平方公里的區(qū)域；北至文旦大道，東至龍翔南路，南至現(xiàn)狀海陸邊界、坎門海洋經(jīng)濟(jì)示范園，西至山體邊界。
3. 詳細(xì)城市設(shè)計(jì)范圍：玉環(huán)新城（漩門三期）中心片區(qū)，總面積約10平方公里；北至文旦大道、甬莞高速，西至城鎮(zhèn)開發(fā)邊界及山體邊界，東、南至規(guī)劃水系。其中，重點(diǎn)地塊設(shè)計(jì)范圍約1.75平方公里，為行政文化片區(qū)及前面公園、商業(yè)用地；北至文旦大道，東、南至規(guī)劃主干道，西至東海大道。

（I） Conceptual Planning Scope：Yuhuan New City(Xuanmen Phase III) coordinated development area, which extends to the Xuanmen Bay Park in the north, the Zekan Road and Paotai Mountain in the east, Dongsha Fishing Village in the south and the mountain boundary in the west, covering a total area of 145 square kilometers.

（II）Overall Urban Design Scope：Yuhuan New City(Xuanmen Phase III) surrounding areas, which are surrounded by natural rivers, mountain boundaries and coastlines, covering a total area of 38.5k㎡. Yuhuan New City(Xuanmen Phase III) extends to the Wendan Avenue in the north, the Longxiang South Road in the east, the current Land and Maritime Boundary, the Kanmen Marine Economy Demonstration Zone in the south and the mountain boundary in the west.

（III）Detailed Urban Design Scope：Yuhuan New City(Xuanmen Phase III) Central area, which extends to the Wendan Avenue and Ningbo–Dongguan Expressway in the north, the Urban Growth Boundary and the mountain boundary in the west, and the planned river system in the east and south. Among them, the Key node detailed urban design scope which includes administrative culture, park and commercial land, covering a total area of 1.75k㎡. the Key node detailed urban design scope extends to the Wendan Avenue in the north, the Donghai Avenue in the west, the planned main road in the east and south.

IV. Design Contents in Each Stage

（一） 設(shè)計(jì)方案競賽及評(píng)審階段

（I）Design Proposal Competition and Evaluation Stage

1. 概念規(guī)劃層面

1. Conceptual Planning

解讀相關(guān)政策及玉環(huán)市國土空間總體規(guī)劃等上位規(guī)劃要求，明確玉環(huán)新城（漩門三期）未來發(fā)展的宏觀政策導(dǎo)向、空間建設(shè)要求；梳理研究區(qū)域海灣特色、山海生態(tài)格局、人文歷史本底及陸海國土現(xiàn)狀本底，識(shí)別項(xiàng)目未來發(fā)展問題及挑戰(zhàn)，通過城市空間格局研究、功能協(xié)同發(fā)展研究、綜合交通銜接研究，明確玉環(huán)新城（漩門三期）總體戰(zhàn)略定位，梳理玉環(huán)新城（漩門三期）與老城、漩門二期及周邊鎮(zhèn)區(qū)的關(guān)系，借力高鐵樞紐區(qū)位優(yōu)勢(shì)，判斷玉環(huán)新城（漩門三期）未來的發(fā)展機(jī)遇及動(dòng)力，并提出面向未來的發(fā)展思路與策略。

Interpret the Territorial Spatial Planning of Yuhuan City and related administrative planning requirements, to clarify the macro policy orientation and spatial construction requirements for the future development of Yuhuan New City(Xuanmen Phase III). Sort out the characteristics of the bay, the ecological pattern of mountains and seas, the background of human history and the current situation of land and ocean, to identify the future development problems and challenges of the project. The overall strategic positioning of Yuhuan New City(Xuanmen Phase III) is clarified through the study of urban spatial pattern, functional coordinated development and comprehensive transportation connection. By sorting out the relationship between Yuhuan New City(Xuanmen Phase III), the old city, Xuanmen Phase II and the surrounding towns, and taking advantage of the location advantages of the high-speed railway hub, the future development opportunities and driving forces of Yuhuan New City(Xuanmen Phase III) are judged, and the development ideas and strategies for the future are proposed.

基于相關(guān)規(guī)劃研究，從區(qū)域的本底資源著手，結(jié)合交通、生態(tài)、地理位置等優(yōu)勢(shì)充分挖掘區(qū)域本底資源價(jià)值，并注重片區(qū)與周邊區(qū)域的協(xié)同銜接，提出城市設(shè)計(jì)的目標(biāo)愿景；根據(jù)城市總體戰(zhàn)略定位，細(xì)化城市功能布局與空間格局，優(yōu)化生態(tài)格局、空間格局、交通格局等；塑造城市空間形態(tài)，展現(xiàn)海島城市風(fēng)貌特色；注重山、河、海特質(zhì)下的城市公共空間系統(tǒng)的布局；提出玉環(huán)新城（漩門三期）未來分期開發(fā)建設(shè)的行動(dòng)計(jì)劃。

Based on relevant planning research, starting from the regional background resources, combined with the advantages of transportation, ecology, geographical location and so on, fully excavate the value of regional background resources, and emphasize on the collaborative connection between the area and the surrounding areas, so as to propose the goal and vision of urban design. According to the overall strategic positioning of the city, refine the urban functional layout and spatial pattern, and optimize the ecological pattern, spatial pattern, transportation pattern, etc. Shape the urban spatial form and show the features of island cities; Emphasize on the layout of urban public space system under the characteristics of mountains, rivers and seas; Propose the action plan for the future phased development and construction of Yuhuan New City(Xuanmen Phase III).

3. 詳細(xì)城市設(shè)計(jì)層面

3. Detailed Urban Design

針對(duì)詳細(xì)城市設(shè)計(jì)層面，細(xì)化玉環(huán)新城（漩門三期）中心片區(qū)功能布局，并提出重點(diǎn)項(xiàng)目的策劃；以提升城市空間品質(zhì)為目標(biāo)，研究開放空間、廊道界面、建筑形態(tài)、交通組織、環(huán)境景觀等城市設(shè)計(jì)要素，細(xì)化城市形態(tài)風(fēng)貌和空間環(huán)境品質(zhì)的管控要求；對(duì)城市重要地塊進(jìn)行概念設(shè)計(jì)，塑造城市空間形象與特色；并對(duì)重點(diǎn)地塊進(jìn)行城市設(shè)計(jì)圖則的示例。

In view of the detailed urban design, the functional layout of the central area of Yuhuan New City(Xuanmen Phase III) is refined, and the planning of key projects is proposed. With the goal of improving the quality of urban space, urban design elements such as open space, corridor interface, architectural form, traffic organization and environmental landscape are studied, and the control requirements of urban form and style and spatial environmental quality are refined. The conceptual scheme design is carried out for the important urban plots to shape the image and characteristics of the urban space, and the examples of the urban design plan are given for the key plots.

（2）成果整合深化階段

（II）Deepen Stage of Submissions

為保證本次國際競賽階段方案的創(chuàng)意亮點(diǎn)與先進(jìn)理念得以延續(xù)，原則上由第一名獲勝參賽團(tuán)隊(duì)完成競賽方案深化工作，持續(xù)細(xì)化整合出一版具有整體性、共識(shí)性的城市設(shè)計(jì)方案，并同步完善系統(tǒng)性內(nèi)容；同時(shí)應(yīng)配合控制性詳細(xì)規(guī)劃團(tuán)隊(duì)，編制詳細(xì)城市設(shè)計(jì)范圍內(nèi)的城市設(shè)計(jì)圖則。如第一名團(tuán)隊(duì)放棄成果整合工作，主辦方將另行委托其他設(shè)計(jì)單位負(fù)責(zé)后續(xù)工作。屆時(shí)考慮到結(jié)題周期太長或者部分工作暫時(shí)無法開展，將對(duì)深化成果最終內(nèi)容按實(shí)際情況進(jìn)行調(diào)整。

五、報(bào)名要求

Ⅴ. Applicant qualification requirements

1. 應(yīng)征人應(yīng)為合法注冊(cè)的法人實(shí)體，具有承擔(dān)本項(xiàng)目的相關(guān)資格及能力。境內(nèi)的設(shè)計(jì)機(jī)構(gòu)應(yīng)具有城鄉(xiāng)規(guī)劃編制單位甲級(jí)資質(zhì)證書。境外的設(shè)計(jì)機(jī)構(gòu)須依本國或本地區(qū)的管理規(guī)定具有城市規(guī)劃、城市設(shè)計(jì)相關(guān)專業(yè)的執(zhí)業(yè)許可或經(jīng)營許可；同時(shí)，境外設(shè)計(jì)機(jī)構(gòu)須在中華人民共和國境內(nèi)設(shè)有獨(dú)立辦公地點(diǎn)，且具有能用漢語流利溝通的相關(guān)負(fù)責(zé)人，項(xiàng)目全過程僅使用漢語溝通。

1. The applicant shall be a legally registered legal entity with relevant qualifications and capabilities to undertake the project. Applicants within the territory of the People's Republic of China shall provide the Grade A qualification certificate for urban and rural planning. Planning and design agencies outside the People's Republic of China must have a city planning or architectural design license or business license in accordance with the management regulations of their country or region. At the same time, International planning and design agencies must have independent offices within the territory of the People's Republic of China, and the relevant person in charge should be able to communicate fluently in Chinese.

2. 本項(xiàng)目接受聯(lián)合體申請(qǐng)，聯(lián)合體的成員單位不得超過三家；組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請(qǐng)資格預(yù)審，也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請(qǐng)資格預(yù)審；本項(xiàng)目不接受個(gè)人及個(gè)人組合報(bào)名。

（1）參與本次國際征集的規(guī)劃設(shè)計(jì)人員應(yīng)為該設(shè)計(jì)機(jī)構(gòu)的在冊(cè)人員。項(xiàng)目負(fù)責(zé)人須為教授級(jí)高級(jí)工程師或具有所在國高校教授證，主創(chuàng)設(shè)計(jì)師須為高級(jí)工程師（副高級(jí)職稱）或以上職稱。

（1）The planning and design members participating in this international solicitation shall be the registered personnel of the design agency. The project leader must be a professor-level senior engineer or a professor certificate from a university in the host country, and the lead designer must be a senior engineer (associate senior engineer ) or above.

（2）項(xiàng)目負(fù)責(zé)人須至少獲得過一次省級(jí)二等獎(jiǎng)或以上獎(jiǎng)項(xiàng)，主創(chuàng)設(shè)計(jì)師須至少獲得過二次市級(jí)二等獎(jiǎng)或以上獎(jiǎng)項(xiàng)。獲得過國內(nèi)、國際權(quán)威規(guī)劃設(shè)計(jì)獎(jiǎng)項(xiàng)者更佳。

（2）The project leader must have won at least one provincial second prize or above, and the chief designer must have won at least two municipal second prize or above, those who have won domestic and international authoritative planning and design awards are preferred.

（3）項(xiàng)目負(fù)責(zé)人或主創(chuàng)設(shè)計(jì)師須近8年內(nèi)具有不少于二個(gè)濱海地區(qū)、新城地區(qū)規(guī)劃設(shè)計(jì)及不少于二個(gè)城市設(shè)計(jì)（其中一個(gè)為10平方公里以上面積規(guī)模）的項(xiàng)目經(jīng)驗(yàn)。

（3） The project leader or chief designer must have not less than two planning and design projects experience in coastal areas and new towns，and not less than two urban design projects experience (one of which has an area of more than 10k㎡).

（4）項(xiàng)目負(fù)責(zé)人或主創(chuàng)設(shè)計(jì)師本人必須直接參與競賽設(shè)計(jì)全過程，且現(xiàn)場(chǎng)踏勘、評(píng)審答疑、成果匯報(bào)均須本人參加并匯報(bào)。

（4）The project leader or chief designer must directly participate in the whole design process of the competition, and the site survey, evaluation and questioning, project reporting must participate in person.

六、競賽規(guī)則

Ⅵ. Rules of contest

本次國際競賽采用“公開征集”的方式，分為報(bào)名及資格預(yù)審階段、設(shè)計(jì)方案競賽及評(píng)審階段、成果整合深化階段。

This international competition adopts the method of "open call”, which is divided into the stage of registration and prequalification, the stage of design scheme competition and evaluation, and the stage of deepening the integration of submissions.

第一階段：報(bào)名及資格預(yù)審

Stage 1: Registration and prequalification

由主辦方組建資格預(yù)審評(píng)審委員會(huì)，對(duì)應(yīng)征人所提交的有效資格預(yù)審申請(qǐng)文件進(jìn)行評(píng)審，采用記名投票、逐輪票決等方式推薦5家遞交資格預(yù)審文件的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）作為入圍單位。同時(shí)，須評(píng)選出2家備選單位（須排序），如入圍的5家參賽設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）有退出第二階段的情況，則備選單位依序替補(bǔ)。

第二階段：設(shè)計(jì)方案競賽及評(píng)審

Stage 2: Design competition and review

（1）經(jīng)資格預(yù)審入圍的5家設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）進(jìn)入第二階段設(shè)計(jì)方案競賽及評(píng)審階段。

（2）應(yīng)征人提交符合技術(shù)任務(wù)書要求的成果文件。評(píng)審過程須應(yīng)征人項(xiàng)目負(fù)責(zé)人或主創(chuàng)設(shè)計(jì)師對(duì)應(yīng)征方案進(jìn)行介紹及答辯，講解設(shè)計(jì)理念，回答評(píng)審委員會(huì)提問。

（3）主辦方組建評(píng)審委員會(huì)進(jìn)行評(píng)審，評(píng)選出5家設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）的得分和名次。

（4）每家應(yīng)征人只允許提交一個(gè)設(shè)計(jì)方案。

第三階段：成果整合深化

原則上由第一名獲勝參賽團(tuán)隊(duì)完成競賽方案深化工作。如第一名團(tuán)隊(duì)放棄成果整合深化工作，則視為違約，只支付設(shè)計(jì)補(bǔ)償費(fèi)人民幣120萬元。主辦方將另行委托其他設(shè)計(jì)單位負(fù)責(zé)后續(xù)工作。

主辦方后續(xù)將根據(jù)需要，組織不超過2次工作坊(每次不超過二天），前3家優(yōu)勝設(shè)計(jì)機(jī)構(gòu)須派主創(chuàng)人員參加。

The organizer will subsequently organize no more than two workshops (no more than two days each) in which the first three winning design agencies must send their creators to participate.

八、獎(jiǎng)金設(shè)置

Ⅷ. Prizes

（一）設(shè)計(jì)方案競賽及評(píng)審階段

一等獎(jiǎng)1名，給予人民幣260萬元（稅前）；

二等獎(jiǎng)1名，給予人民幣200萬元（稅前）；

三等獎(jiǎng)1名，給予人民幣160萬元（稅前）；

其余2名入圍設(shè)計(jì)單位，分別給予人民幣120萬元（稅前）。

Second place: ￥2,000,000.00; (pre-tax)

Third place: ￥1,600,000.00; (pre-tax)

Other shortlisted participants (two): ￥1,200,000.00 each (pre-tax)。
